The purpose of this article is to present the assessment procedure developed and operatively applied to verify the technical, regulatory, and financial conditions for implementing an intervention for the recovery/repurposing of a publicly-owned building through a public/private/partnership operation.
The former C. Forlanini Hospital, considered at the time it was opened as an avant-garde construction, is today in a state of serious neglect. The structure, which for years represented one of the best public health centers, as well as a point of reference for those living in the nearby Monteverde suburb, is now at the center of a debate where the inhabitants of the area, having set up a local committee, are trying to individuate new and suitable functions for the complex that could lead to a reuse and enhancement of the health institute.
