health protection, caught between budget constraints and repayment plans, has undergone various restrictions in times of economic and financial crisis. The commissioners of the regions in deficit only allowed the financing of the LEAs, however not sufficient to guar- antee a restoration of equality in the most disadvantaged regions. Furthermore, the role of the government commissioner, on which the legislator and the constitutional judge have taken ambig- uous and contradictory positions, leaves open the problem of the technical or political decision in terms of choices aimed at redressing regional deficits.
