Electric infrastructures equalized to strategic for disaster recovery in emergencies
Disaster events highlight as a vulnerable electric service continuity generally characterize peripheral and rural areas (PERAs) with a low concentration of facilities and buildings. A sustainable solution appears to qualify at least a building located in the vulnerable area so that it has be equalized to strategic structures (BESS) with the task of being an hub of collection and first reception during the emergency for the
community hit by a disaster. They have to play the role of resilient structures offering after a catastrophic event the critical services as electricity, water, etc. This paper highlights the need of organizing a disaster recovery plan (DRP) for each vulnerable area that constitutes a special building as hub resilient to a disruptive event and the procedures to mitigate the damages after the event. The plan has to identify a portion of the grid with strategic activities for the territory defined disaster recovery grid (DRG) powered by BESS after the disaster.
