Previously Professor of Public Law and Deputy-Director of the Department of Legal and Social Studies at University of Chieti-Pescara (Italy). Vice-Director of the Journal Costituzionalismo.it and Member of the Editorial Board of the Journals Giurisprudenza costituzionale (1994-2022), Istituzioni del Federalismo, Diritto Pubblico and Associate Editor of the Book Series Orizzonti del Diritto Pubblico, Progetto Polis, Sovranità, Federalismo, Diritti and Critica operativa. He has been a Visiting Research Scholar at the Centre for Socio-Legal Studies of the University of Oxford (2014 and 2016); at the Institute for European and Comparative Law – Law School – University of Oxford (2022); Professor convidado at Brasilian University - UNISINOS (Rio Grande do Sul, 2014. International Research Projects: Ministerio de Investigación y Ciencia (Spanish Government), Proyecto de investigación – 2006 (SEJ2006-15616-C02-01) on “Tecnicas de cooperacion y gestion de servicios publicos locales. El caso de los servicios sociales” (2006-2009); Proyecto de investigación I+D+I on “La reforma de los gobiernos locales y el fortalecimiento de la garantía de la autonomía local” (DER2009-14265-C02-01/JURI) Spanish Government, Ministerio de Ciencia e Innovación. He was also member of the Key Staff (Coordinator’s Supporter and Conference Speaker) for the Jean Monnet Project (Call 2014 - project EuPoliS) on “Partecipazione politica transnazionale, rappresentanza e sovranità nel progetto europeo” - Hosting Institution: Department Co.Ri.S. of Sapienza University of Rome. In 2019 he was Member of the External Advisory Board in the Research Project on “Conflict Resolution with Equitative Algorithm” (CREA) Grant Agreement n. 766463 – EU (European Commission, Directorate General Justice and Consumers), Justice programme 2014-2020 Call: JUST-AG-2016-05 Universities of Napoli “Federico II”, LUISS-G. His Research Interests stretch from Public and Constitutional Law, Theory of Law, Fundamental Rights, Market Regulation and Social Welfare Law to EU law and European integration process.

He has authored, co-authored and edited more than 150 works among books, articles, book chapters, annotations of statutes/case law, reports, and reviews and presented hundreds of Papers and Speeches in International Conferences and Workshops over about 25 years of academic career.
