A long, peaceful, and prosperous reign can provide necessary, but not binding conditions for a monumental and infrastructural policy, rich both in material and in symbolic meaning. This is especially true of the reign of Antoninus Pius who was unable, or did not want, to leave a significant and recognisable mark on the urban landscape of the city of Rome during his 23 years in power.
