Following the series of 'severe' seismic events that began in 2009, Italian legislation classified demolition debris as urban waste, despite Directive 200898EC calling for the reuse/recycling of 70% of all waste from human activities by 2020. This choice will produce a technical, cultural, environmental and economic impoverishment in territories already under heavy strain. Considering the convergence between the paradigms of the Circular Economy and Smartness, the essay identifies possible technological innovations for creating repositories of recovered materials.

Sustainability and Sustainable Development are becoming increasingly relevant in the global agenda of governments as well as businesses and civil society. They should be among the top priorities of what we would consider a really smarter planet.

The theme of the smart city polarizes the interest of many disciplinary and research fields, also thanks to the numerous economic resources allocated for those projects, due to worrying increase of the urban population that has brought with it scarcity of energy resources, high social conflict, crisis of political representativeness and ethical drift (Fistola, 2011, p.74). The city is an intelligent and chameleonic system, able to adapt to all kinds of changes, from economic to political, to social ones.

This chapter analyzes the concrete case of ReStart4Smart in the context of the international Solar Decathlon competition and in the light of the wider context provided by the European Union through the Horizon 2020 program. The European Union, with the Horizon 2020 project, aims to favor safe, innovative and inclusive societies, which progressively reduce energy consumption.

Il presente contributo analizza criticità e potenzialità della smart city, intesa sia categoria concettuale nuova, sia come fenomeno in crescente espansione. Lo spazio urbano smart è viene declinato come ‘intelligente’, ma non esiste, ad oggi, una definizione univoca di cosa si intenda con i termini ‘smart’ e ‘smartness’. Essi, infatti, nelle loro accezioni assumono sfumature differenti a seconda degli aspetti su cui si pone l’accento e degli ambiti di studio che li esaminano. Chi sono gli attori coinvolti all’interno delle dinamiche processuali riguardanti la città intelligente?

The chapter aims at investigating the concept of smart community starting from the definition of the concept. It is a conceptual category increasingly used and which is complementary to other concepts currently objects of reflection such as – among others – those of smart cities and smart society. We will then try to identify the characteristics of the smart community which differentiate it from related concept, focusing, moreover, on the role played by science and technology.

In recent times there has been an increase in the use of the term “smart” in every field of knowledge and, in particular, in the human and social sciences. Each person, each object and each structure are currently required to present themselves as “smart”.
