The Common Assembly of the ECSC, created by the Treaty of Paris in 1951, was the first parliamentary Assembly in the context of the European Communities. It was composed of 78 members appointed to yearly terms by the national Parliaments (eighteen for Italy, France and the Federal Republic of Germany, ten for Belgium and Holland, and four for Luxembourg). How were they selected? Who were the most active members? Were they able to pursue a common European interest, or did they defend above all national interests?
