Francesco is Associate Professor in Economics at the Department of Economics and Law of the University of Roma La Sapienza since September 2024. His expertise centers on local public finance, with a strong empirical focus on the performance and spending behavior of local authorities, as well as broader issues within Public Economics, which remains his principal research area. Francesco graduated in Economics from the University of Bari in 2003, where he studied under the supervision of Professor Ernesto Longobardi. He furthered his education at the University of Warwick, earning his PhD in Economics in 2012, guided by Professors Ben Lockwood and Wiji Arulampalam. His academic journey includes positions as a Lecturer in Public Economics at the University of Exeter from 2013 to 2014 and at the Catholic University of Tirana from 2010 to 2012. Between 2017 and 2021, he served as a Teaching Assistant in Public Finance at LUISS University of Rome under Professor Mauro Marè. More recently, he held the role of Associate Professor of Economics at the University of Bari from 2020 to 2024. From 2015 to 2020, Francesco was a Senior Economist at SOSE S.p.A., an in-house company of the Italian Ministry of Economy and Finance. There, he notably supervised the development of models for assessing the standard expenditure needs of Italian local authorities, among other research endeavors. Francesco's publications, primarily empirical, contribute significantly to the understanding of local governance finance, enriching the field of Public Economics.
