L'articolo affronta l'attualissimo tema del social housing quale insieme di strumenti che integrano le politiche abitative nel nostro come in molti altri sistemi giuridici, al fine di offrire soddisfazione al diritto sociale alla casa, di rilevanza costituzionale. Se ne evidenziano i profili innovativi rispetto al tradizionale sistema di edilizia residenziale pubblica, quali l'iniziativa privata, il contestuale perseguimento di finalità plurime - abitative, di inclusione sociale e di protezione ambientale, l'essere gli interventi destinati alla c.d.

Il contributo esamina le evoluzioni della disciplina dell'edilizia residenziale sociale e della combinazione tra istituti autoritativi e consensuali che caratterizzano il servizio abitativo, anche inquadrato nelle categorie giuridiche del diritto europeo.

Corviale is a huge building, over one kilometer long located in a
peripheral part of Rome. Out of scale dimensions, several errors made
during the design stage as well as poor post-construction management
has made this building a living icon of the failure of social housing
strategies of the 1970s in Italy. The project we submitted in 2015, at
the competition for the regeneration of the building, was awarded the

The effects of the world economic and financial crisis, which began in 2007 and is still in progress, has made increasingly sharp the line of demarcation between those able to access home ownership on the free market, and those unable to do so. For the European Union's member states, Social Housing (SH) policies include all the initiatives aimed at providing housing support for all the weak segments of the population; these policies have declined differently by different Member States according to their specific needs.

Il contributo si colloca all’interno delle attività di ricerca nazionale e internazionale che le autrici stanno affrontando da anni sul tema delle politiche abitative e dell’inclusione sociale avviate, in diversi contesti insediativi, nell’ambito delle più ampie strategie di rigenerazione urbana promosse dalle amministrazioni locali.

The study on Garbatella district in Rome and Lazdynai district in Vilnius, Lithuania, aims at documenting three thematic aspects of the transformation dynamics on going: analysis of archival textual and iconographic documents; communication of the current material aspect; representation of the immaterial dimension generated on the one end by socio-cultural transformations, on the other by the media system that has represented them in different ways (from cinema, to television, to social networks).

The present contribution proposes some reflections on two residential social housing districts aiming at analyzing the complexity of the transformations of the historical urban texture and highlighting their legacy. As a result of a multidisciplinary collaboration in the fields of Architectural Drawing and Architectural Design, two parallel paths of investigation deal with two geographically distinct case studies, both based on social housing policies.
